Meet Our Founder

Dr Tony Power

Tony is a seasoned expert with over 16 years’ experience in the areas of justice and safety management through work in the aviation, legal, and higher education sectors. He has developed and delivered courses on just culture, law, and safety risk management at several Australian universities including the University of South Australia and Swinburne University of Technology. While in legal practice he has advised clients in matters involving workplace safety, insurance, and criminal liability.

He has led research projects investigating the safety culture of Australian pilots and the informal networks that disseminate safety lessons through that community. This background gives him a keen understanding of the complexities of building a fair workplace culture that promotes organisational learning while maintaining accountability and regulatory compliance.

Tony has held roles monitoring safety performance for flying schools and Jetstar Airways, and has a Commercial Pilot’s Licence. He holds a PhD from Swinburne University where he developed risk management frameworks for regulating the introduction new and emerging training technologies into safety critical industries.

His unique blend of academic rigor, industry experience, and legal insight collectively establishes Tony as a formidable advocate for organisational learning, accountability, and regulatory compliance in fostering fair and just workplace cultures.

Today Tony specialises in helping businesses with implementing Just Culture. What excites Tony is seeing how Just Culture can make massive difference to workplace culture, safety, systemic improvement, and employee wellbeing.

Just Culture Consulting was founded by Tony Power in early 2023, as result of systemic issues uncovered across many industries since the Covid 2020 pandemic. Based in Melbourne, we service a range of clients across Australia and internationally. Our goal of implementing Just Culture is to create environments with a high level of trust of fair and just treatment between staff and management which will enable organisations to perform better, be attractive places to work, and have greater capacity for innovation.
